Robert Sprayberry is a United States diplomat serving as a senior official with the International Civil Aviation Organization (ICAO). Robert is employed by the Federal Aviation Administration (FAA) as an Aerospace Engineer for international type certificate validation and bilateral implementation policy. In both roles, he strives to ensure aviation safety and consistent policy within international aviation and to elevate global aviation safety best practices.

At ICAO, Robert serves as an international technical expert for aircraft design and production. He supports the Monitoring and Oversight (MO) Division under ICAO’s Air Navigation Bureau. Within the universal safety oversight audit programme (USOAP), he provides audit support on international missions ranging from full safety oversight audits to validation of state and civil aviation authority safety activities.

At the FAA, Robert serves in the aircraft certification service’s international office. There he works as an aerospace engineer and aviation policy expert for aircraft type validation and certification. He also supports an array of bilateral negotiations and development of implementation procedures for airworthiness between the FAA and foreign civil aviation authorities. Robert also represents the FAA as an observing member on ICAO’s Airworthiness Panel.

Robert earned his Bachelors of Science in aerospace engineering from the Georgia Institute of Technology in 2004. While at Georgia Tech, he participated in the cooperative education program as a student engineer at Delta Air Lines within their propulsion engineering department from 2000 to 2002. In total, Robert has more than 18 years of experience within multiple sectors of the aviation industry. He has provided mentoring throughout his career to Georgia Tech students, cooperative education programs, as well as multiple high school student-teams around the world via the Real World Design Challenge
